The following, with amendments pending, was again before the House:            
                                                                               
CS FOR SENATE BILL NO. 169(FIN) am                                            
"An Act relating to missions and measures to be applied to certain            
expenditures by the executive branch of state government and the               
University of Alaska from the state operating budget for the fiscal            
year ending June 30, 2000; and providing for an effective date."

		(4)  ensure that foster care children are expeditiously placed               
in permanent homes.                                                            
	(b)  The legislature intends to measure the success of the division           
in achieving its mission concerning foster care children by considering        
the percent                                                                    
		(1)  decrease in the average time to place a child in a                      
permanent home in reviewed cases;

		(2)  increase in the number of recommendations followed by                   
the Division of Family and Youth Services in the Department of                 
Health and Social Services in reviewed cases;                                  
		(3)  increase in the number of cases reviewed.                               
                                                                               
Representative Therriault objected.                                            
                                                                               
Representative Dyson moved and asked unanimous consent to                      
withdraw Amendment No. 5.  There being no objection, it was so                 
ordered.

	Insert "encourage development of"                                             
                                                                               
Representative James moved and asked unanimous consent that
